Is Cornell really need-blind for Intl Transfer?

<p>I just want to make sure… Is it true that my chance to be admitted as an intl transfer will not hurt no matter what figure I have put in the Financial Contribution (FC)?</p>

<p>I don’t care whether my application for FA will be granted finally (if admitted fortunately). I just want to know the relationship between FC and my admission chance.
Please share your information. Thanks.</p>

<p>iirc, one of the admissions officers told us that international applicants would be “need-sensitive” or something along those lines.</p>
