Is developing android apps and writing in my tech blog enough for extracurriculars?

My only extracurricular is developing android apps and writing in my tech blog .Can I get into top university?
(My sat score is 1460/1600)

If by “top university” you mean ivies and other top 30, it is unlikely. The good news is that there are still over 2,000 universities that are very likely to take you and, as long as you do your part, most of them will also give you an excellent education. Unless you have a strong hook (legacy, URM, large donation in the millions, etc.), your SAT is low for top 30 schools.

Thousands of students have coded android apps in and out of their CS classes, so that in itself isn’t remarkable. On the other hand, if you have made a notable amount of money selling your apps and have thousands of people following your blog - and can prove those claims - that works in your favor. Still, selective colleges want even more than that. Will you contribute to the campus, local or global community? Do you play well with others? Would the admissions officer (AO) like you as a roommate? Each college has its own wish list and preferences, so the applicant must really get to know the college and match him/herself. If the AOs don’t sense those qualities from your ECs, you are going to have an uphill battle convincing them in your essays.

Take your shot like every other applicant, but be sure to have plenty of matches and liklies if you want to have choices next April. Research carefully, not just the university but the particular college/department as well. Some schools that have 60%+ overall admit rates and, upon first glance, be considered matches or likelies, may actually accept <20% (or less!) for CS direct-admits. It is a competitive major. Research accordingly.
