IS EA for OOS scholarship?

I missed the EA deadline that my guidance counselor wanted but could probably finagle my way into making it in for the deadline. Is this necessary to get an out-of-state merit based scholarship (I’m applying to the school of engineering). Also, does anyone know how selective the Gloria Wille Bell and Carlos R. Bell scholarship is (I’m a VA resident)?

You better be a phenomenal talent, a URM or a female if you want an OOS scholarship for COE

I’m a white, male VA resident with 33 ACT (retaking later this month), 3.8 (unweighted) GPA, 10 APs + multi-variable calc. this year and a decent amount of extracurriculars (V soccer, school play, internship, summer volunteer work, etc.) My school does not rank. Do you think I’d qualify for a scholarship of some sort? Also, my main question again wasn’t just if I would get a scholarship but if EA would help a lot.
