Is “frontloading” still a concern at U of R?

I have read some older threads here and Facebook as well as at a ten year old “Campus Times” ( student newspaper) article about U of R being well known for decreasing student aid for returning students.

Has this changed or is still a concern?

We only got 10k in merit so most of our package is a need based grant.
