Is it a bad thing when a college recommends you to take another SAT/ACT to get better scores?

I checked my application status for one of the colleges I applied to, and it says that they recommend me to take another test to get a more competitive score. It also says that they have reviewed my credentials and need additional information to make their decision. Does that mean I didn’t get in? I’ve taken the SAT twice, but it’s too late for me to register for another SAT or ACT because the scores won’t come in by the college’s deadline, which is February 1st.

Contact the college. if they are asking you to take the ACT they will likely accept it past the deadline. What college is this?

Without a higher score you will not likely be admitted. Call them tomorrow.
