IS it easy to get into Rice?

Statistically speaking, it would be harder to get into UCB.

UCB is a public school and explicitly states that “Preference is given to California residents in the selection process.” UCB admitted only 17.6% of non-residents this year.

Rice’s admit rate of Texas applicants is probably somewhere around 25-30%, but this will likely decrease as Rice becomes a more nationally-recognized university. This is not to say that Rice has had to “settle” for Texans, merely that due to Leebron’s plan to increase Rice’s reputation/popularity, more out-of-staters will be accepted, leading to a decrease in accepted Texans. It’s an inverse relationship. :)

And as schee410 said, it does depend on the program, etc. A girl who went to my H.S. was rejected from Rice’s Achitecture program and accepted to Berkeley’s (where she now goes). But Architecture and Shepherd are laws unto themselves.
