Is it an effective option when they don’t reply to your emails?

yes.

Why not talk with the professor face-to-face during office hours?
I think it’s best to speak directly with the professor, either during office hours or before/after the class.
Unless it’s an emergency, I wouldn’t call.

Email is also effective. How long has it been since you sent the email?

Depending on your relationship with your professor and the topic you would like to discuss, it might be completely appropriate to call him.

But the mere fact that you need to ask makes me think that you probably shouldn’t call.

Some professors welcome phone calls and encourage virtually all available forms of communication. But it largely varies by the professor; some limit student contact to that in which is mandated by the university (i.e. office hours), which, quite fortunately, is rare nowadays since inaccessibility inevitably reflects negatively on end-of-term evaluations. Overall, the primary and regularly preferred medium of exchange is email, of course, since such allows faculty members to reply at their convenience due to the often-chaotic nature of juggling administrative, teaching, and academic obligations. However, it is very much true that many do not have the time or courtesy to reply in timely fashion; some are scarcely reachable by any means. But to any extent, office hours are certainly the most appropriate means if you need specific personal assistance. And speaking after class is almost always a suitable option.

only if you open the conversation with the decrepit prof you’re calling with “what are you wearing right now?”

best done around 11 pm

If your Prof gave his number and said it was cool to call, then it’s fine.
One of my Prof’s asks for everybody’s number, and has called me before to discuss things.

I phoned my professor the second week. I am now one of the favorites on her list.

CALL, that is why their numbers are given out.
