If I go to UCR is it easier to transfer to another UC after 2 years or should I go to a cc and transfer from there?
Different UCs have different policies, you would have to check with the individual schools on their website.
I know that UCLA seems to give UC intercampus transfers the same priority as CC students, but other schools like Berkeley discourage doing so (unless given super compelling reason).
You might pull it off - you might not. There is no harm in applying for an ‘upgrade’ when the time is right but, ff you really don’t want to graduate from UCR, a CC is probably a better and cheaper path to another UC. You’ll probably get better grades at the CC too.
Of course, transfer admission is about as competitive as it is for freshman - meaning after 2 years at a CC, you might not gain acceptance to a ‘better’ school than UCR.
As long as you can afford it, I’d head to UCR with the expectation of loving it and graduating a Highlander. It is a very good school.

Upperclassmen classes have a better quality than than the freshman and sophomore classes.
However, UCR isn’t a bad school, infact it is getting better and climbing up the ranks.
Too many generalizations above. It completely depends on the student. A capable student who has proven his or her ability in that major, for example, and has the recommendation to prove it, can often transfer in ahead of the CC crowd. I know of several such cases recently.
