Short answer: Yes.
Expanded answer: Although your SAT scores are a bit low, especially CR, they’re within the range that will get you admitted-- especially combined with your EC’s-- of which there are not a lot, but they’re impressive. Your GPA is great too.

Have you taken the ACT? Perhaps it will help.

Yeah - I understand that are in the range of the the median, or close to the median of what these schools accept - but with each school getting more competitive each year, I get a little worried

As it stands right now: BU and Penn State are high targets; GW is probably a low-to-mid reach. Of course, with a 1900+ that will increase, and if you push it above 2000 your chances will improve exponentially. Are you planning to retake?

Yeah I am retaking it in May - I have been doing a lot of practices in the blue book. I have been hitting 650 - 700 in the writing consistently. I figure a 650 in each section is what I am aiming for. Then hopefully Ill be in the dead center of the median of what they are looking for. Right now I think I am a pretty good match for Penn State and BU, maybe in the lower tier of match students for BU, with GWU still being a low reach

Seeing as GWU is your dream school, I’ll focus on that.

I was recently accepted to GWU with a Presidential scholarship. I had a 2230 SAT and ~3.8 unweighted GPA. Now, for GWU, your stats are by no means shabby, but to maximize chances of a positive outcome, definitely shoot for 2000+. A 1900 score could work, but you don’t want to take any risks, do you? If you get that score in the bag and write great essays, I’d say that you have a great chance.
