Is supplement submitted when you click button at bottom or when you pay?

<p>Is the supplement counted as submitted once you click the button at the bottom of it, or does it not count until after the payment has been submitted? I think I clicked the first button before midnight, but I submitted the payment a few minutes afterwards.</p>
