I am looking for a summer camp for a rising junior that wants to travel to a foreign country, work with kids, further her love of global healthcare initiatives, yet not seem entitled to an admissions committee.

Yeah… Why can’t you find something local?
If you want to do work on healthcare, try emailing/calling a local congressman or hospital to see if you can volunteer with them (helping with policy or the healthcare itself). Agree with @catsss, local work looks much more impressive than traveling abroad, so try to find stuff in your community. Also, those kinds of intl volunteering programs often do more harm than good to the people in need - I read an article on it once but forget the link.
