Is there a time effective search for scholarships?

Newbie to the college scholarship search was wondering if there is a effective search out on the internet. Problems as follows:

 1. No data base on scholarships, you get deadline, amount, but when you inquire you find that either too specific (finance majors, union membership), low income, ethnicity, 500 word essay in triplicate on why you love the rotary club, awards to 2 applicants for $1K, etc…
 2. I perused the one and only reference book Scholarships 2012 in our county and after three hours of searching, found minimal help, again you have to read each individual scholarships, but meeting some of the absurd requirements and choosing within 400 pages a good fit has been frustrating and time consuming.

We are not typical, yes we do need college $$$, both parents retired (pension and SS), leasing a home, one child just finished college with 0 debt, and last child looking for scholarships, upper 90%, Ivy League expectations, with engineering aspirations.

Any suggestions, we are registered with 8-10 college scholarships sites but find the searches, segmented, time consuming and ponderous. Off course that is even before my daughter starts applying.
