No this is not a peer reviewed publication. Peer review means that it goes to a scientific journal. The editor of the journal looks at it and decides if it is potentially of interest. If yes, then it is sent to a bunch of scientists in the same field who review it anonymously and provide feedback to the editor. If all is successful then it is accepted and then published. This is known as the peer review process.
