While some of those schools are reaches, for the most part there is nothing wrong. However, if you are banking on a good essay and compelling personal statements, maybe you should reevaluate applying to all of those schools. You want to pick fewer schools (or admissions systems, because many share a single application) and be able to work harder on each essay. Maybe narrow down that list of schools to a few that you really like, not just for the statistics but also for the character of the school.
Work very hard to increase your ACT score, it is on very low end of admission into a number of the nursing programs. Have you tried any practice SAT tests? Are your high school classes the most rigorous in the science and math courses available at your school?
For most of the UCs you will be hard pressed to obtain admission with your current score. So that certainly needs to rise at 4-6 points, for you to seriously considered.That also applies, and even more so, to Stanford, UPenn, and NYU.
