ok…here are my GPAs

-Grade 9: 3.0
-Grade 10: 3.06
-Grade 11: 2.8:(
-Grade 12:going to be 3.4 or 3.5…

my question is,can this upward jump help me in any way…im an international whos applying to pretty good schools (GW,NYU,etc.)

Being an international makes it tougher to get into good schools.

that is hardly an upward trend… especially since your GPA actually went down from 10th to 11th.

but how bout that last bit between junior and senior year???

a jump in senior year will certainly help you. when you get a 3.4 or 3.5, your junior year will look like just an outcast - an unusually bad year that did not show your real ability.
