I was thinking of studying at west virginia and getting the pell grant and at the same time studying online in new york and getting the tap grant .And thus getting extra free eduction of 6-9 credits for semester (i can handle the load) .Is this possible?

I’m not positive, but don’t you need to be a matriculated student to receive the Pell and the Tap awards? If you are just taking courses, I’m not positive you would qualify for receiving these. You would need to check.

No because in order to receive TAP you have to be enrolled in a degree granting program. Also, TAP is awarded for half-time or full-time only…afaik there’s no 3/4 time award possible. A half-time award is about $1250, not enough to pay for 6 SUNY credits plus fees, so it wouldn’t exactly be a freebie anyway. If you decide to take some classes online through the SLN, run it by your advisor first to check for course articulation and make sure you know WVU’s policies on transfer credits for matriculated students.
