Short answer: No.
Longer answer: It’s generally lumped in with the fine arts, but it can depend on what sort of graphic design program. If you’re in a program that’s called “graphic design” but it’s actually industrial/product design, then you can make the case for it being STEM. Just using computers for a lot of your work, though, isn’t sufficient for a field to be a STEM field—if it was, then history would be STEM.
Graphic design typically is included with Arts. The computer is just another medium for design, like paint or textiles or stone. It does require certain computer training, but very different skills from say a Java developer.
There’s a new acronym that’s starting to be bandied around - STEAM, for science, technology, engineering, arts, and mathematics. I would say most people don’t include graphic art within the traditional STEM understanding.
