<p>I would imagine “local” really does mean “local,” but you might be able to swing a state issue without deviating from the prompt. I wrote about animal overpopulation, which is actually a national issue, however I related it to my volunteer experience at my local humane society. If you can connect ethics in science strongly to a genuinely local issue that might work.</p>
