Issues with ACT/SAT

Yes, the title of this post is vague and almost misleading, but I couldn’t think of one that was both concise and descriptive, so I sided with concise.

Moving forward, my issue is that my SAT scores are much higher than my ACT scores, and my SAT IIs were abysmal. SAT (770 CR, 670 M, 790 W; 2230 comb.), ACT 31, SAT Bio E/M 590, SAT Lit. 640. I don’t have time to retake my SAT IIs for them to be considered in the ED round. It is required to submit either ACT with writing or SAT and 2 SAT IIs for Penn, my ED school, but my ACT is not representative of my abilities, and sending my SAT would require me to also send my 590 and 640. I took the ACT yesterday, but will not know my results for a few weeks, at which time I’ll have already submitted my ED application.

What would you do in my situation? More importantly, could I send my SAT with my ACT as a substitute for subject tests?

You answered your own question before you even asked it:

It is required to submit either ACT with writing or SAT and 2 SAT IIs for Penn, my ED school…

It sounds pretty straightforward to me.
