I know some of you would suggest that I post this in the Ivy League Forum…
Anyway, I’ll get to the point. Many of the Ivy League schools DO NOT participate in Score Choice, yet you have the option of sending scores to four colleges on test day. Is it okay for me not to send my scores to schools like Harvard on test day? Instead, I want to send the scores after I have seen them even if it is for an additional fee. Is this idea permitted by these colleges?

Harvard is one to which you are not required to submit all scores. Nevertheless, your question is really one for which it depends on which test you are talking about. Usually it makes no difference whether you name a college as one of your free sends or wait to send scores until after they are released on-line to you and you can do that with any college. However, it begins a make a difference when you are talking about late tests. You can probably wait until the Dec test scores are released before sending scores for the ivies but if you are talking about January test scores, which the ivies accept and which are not released until sometime in February, you need to do that designation of the college in the application to assure the score arrives in time to be considered (designating as a free send is the fastest method of delivery and often the score is actually sent two days before you even see it on-line). If you wait until after score comes out to order it sent, CB may take too long to send it (possibly two weeks) and by the time the scores arrive a decision may have already been made on you.
