Personal statement/supplementals - will talk about being the only deaf student at my school and how I had to constantly advocate for myself

Do I have a shot for any UCs such as UCSD or UCLA? Also looking at University of Washington. Any tips on what I should work on to give myself a better shot would help!

You’ll need to pull up the ACT to a 27-28 to be competitive for UCD/UCSB/UCI and probably a 30+ for a chance at UCSD. UCLA is going to be very unlikely regardless of ACT scores.
