You have tagged U Penn. for that, it’s a reach for just about any applicant. Is there a reason you have that college tagged, since you are inquiring about Georgetown and UMD.
For UMD, plan to apply in the early round when they accept most of their incoming class.
For Georgetown… The school provides need based aid only, I believe…no merit aid. And it is a reach.

Yes, Georgetown provides need based financial aid only. No merit scholarships.
UMD - you have very low SAT for your magnet (I know your magnet.) 90% of your magnet will apply to UMD so you will be competing against each other → low chance of significant scholarship.
If you want merit, try to avoid schools that would be on the list of your classmates.
Most students from your magnet will apply to UMD, Umich, GaTech etc…
Georgetown is going to be a reach. Do you have any other colleges in mind?
