Dickinson will probably fit the bill and check most requirements. TE + location close enough to DC + their a bit international vibe and study abroad programs (they even have signs around campus in other languages - parking sign next to admission is in Russian (looking at your profile name)). School programs have DC connections. They also provide some merit.
