Hmm, as long as you met the quota for teacher evaluations then all other recommendations are considered supplemental and thus will not adversely affect your application.
I’m not sure what you’re asking with the second question, but if you’re asking if you can use the same recommendation for both parts or use an academic recommendation as an “other recommender” then the answer is no. That’s not how the application is set up. If your letter of recommendation is late, call/email admissions and ask them. They tend to be more lenient with LORs, School Reports, etc.
