Our son is transferring from a community college to a university, but we just got his transcripts and his GPA is low…he has too may credits to continue at a community college. What universities are likey to accept him (also he is a football player)

What general part of the country are you looking in? My first thought is to look at the non-flagship state Us. In my home state of PA there is at least one public U with an average GPA of 3.28 for incoming freshmen, that has a low range of 2.35. Frostburg State in neighboring Md has an average of 3.33 and a low of 2.7.

On the private side there is Utica College in NY with an AVERAGE of 2.58 and a low of 2.4 .

I don’t know enough about transferring athletes or football to know if coaches at these schools (D2 & D3) might look at transfers and be willing to help.

I think this really depends on what your S wants to do with his life without football. The choices to play college football at the D1, 2 or 3 levels plus NAIA are incredible. So maybe your search should fall in line with what programs(academic-major first), acceptability, then available money/aid followed by football need/talent level and opportunity…but just looking at this from the football only standpoint is pointless.

Defining what he wants to get out of football and college is always the best place to start.

If he is playing football at the JUCO level, you need to understand the rules about transferring from a 2-year college to a 4-year college. I suggest you start with this document (URL below). There are minimum requirements that must be met to be eligible. Good luck.
