Leadership Scholarship Question

Anyone with experience know if admissions will weigh anything towards EA decisions if a student who received an email to apply for Leadership Scholarships DID NOT proceed to submit the essays/fulfill the next steps?

USC does not track interest but curious if, like UMiami, if a student tapped to apply for a Leadership Scholarship DOES NOT proceed in applying for them, if it hurts their chances in any way of receiving a favorable outcome regarding admission to USC.

Long shot of a question but if anyone has any theories or a crystal ball into what admissions will do in this situation please respond. Of course, following through and applying for the Leadership Scholarships is the way to proceed to “leave no doubt” but based on the criteria for particular Leadership Scholarships and the outcome of only 2 people being awarded these niche awards the likelihood of receiving the awards is slim.

I do not work for the university or have any insider knowledge. That said, USC does keep track of prospective students engagement. They don’t use it for admissions purposes, but may possibly use it for other things, such as merit scholarships. A student doesn’t have to do every single thing in order to be engaged or show interest. If they opened emails, signed up for mailing lists, took an in person or virtual tour, attended webinars, etc., those all show engagement as well.
