Legacy? And does legacy status help?

I am asking this on behalf of my younger sister, who is only 13 and not on CC yet – thank God… haha. Our Grandfather attended Penn, graduating in… 1918. Yeah. A long, long time ago. Obviously, we have had no relationship with our Grandfather, as he died when our mother was just 5 (and he 76!). I have trouble believing that his having attended Penn in the 19teens will help my sister gain admission into the class of 2021. I, on the other hand, will be attending Penn for Grad school. Will my admission help hers?

Anyway, college is hardly on her radar at this point, though she does have about 5 or 6 schools that she’s interested in (among them, Penn). Assuming she is somehow considered a legacy, how much of a help will her legacy status be?
