I had legacy at Wellesley, but my only child is a boy. 
No one would want to trade for instate to the University of Maine.
If anyone wants to trade for in-state to Univ of Tennessee (the other UT), I have some ocean front property to sell you in Arizona…
We have multi-generational legacy at Michigan but Michigan doesn’t consider it more than a feather on the scale. But you’re all welcome to it. 
What I want to know is which one of you is responsible for my kid ending up at a service academy! 
Depends on which state university. State flagships that use legacy include Michigan, Virginia, Penn State, Alabama, Wisconsin, Minnesota, Florida, and Maryland (but not Hawaii). Looks like they are suggesting that preservation of an inherited aristocracy is more important to providing opportunity for all state residents.
I was willing to marry a Wyoming grad for the tuition break. Children of Alums (including step children) get the 150% of instate tuition rate no matter where they live.
I went to U of Hi, UOregon and UCDavis, so no legacies to give our kids, who went to USoCal. Now, if they end up donating a building or similar to be influential legacies, I believe the bidding is quite high by now (several hundred million or so). Sadly, neither we nor they have such assets to conside, but life is long so, who knows. 
Twoin - Wyoming grad here. Are you aware of the wind? And the snow? I bring it up only because it’s a deal breaker for many. Beautiful state but then I’m a non-skiing snow lover.
