Letter to board for moving out of dorms!

I recently got a house that I’m moving into soon. I figured out that I have to write a letter to these people that will review my letter and application to move out and if they don’t approve I have to pay $425. I have several reasons why I want to move out like it’s cheaper to live in the house, safer than walking on campus at night (my campus is known for rapes and murders), my neighbors in the dorm are extremely loud and don’t care what the R.A. says so they have people over at like 2 in the morning when trying to sleep. I also have scoliosis (its where my spine is curved and gives me all sorts of problems) so what’s your advice on what to say in the letter so that I don’t have to pay that money??

I would say the truth. As in, I’m probably not the only one wondering how having scoliosis affects where you live. Random claims like that make you sound suspicious. Just tell the truth.
