Likely Letters?

I recently heard a rumor going around that the Ivy League Schools and some other top tier schools send out letters throughout the year that are basically a statement of "We want you". Does anyone have any more info on these (e.g. what they contain, who is given them), and if this is basically a promise that the school will accept you?

I'm sort of confused because I got a letter in the mail with a 3 or 4 page letter, a packet of information from Harvard, and the Common App+Harvard supplement. Was this it?

You will not receive a likely letter until after you apply; what you received was merely marketing material and indicates nothing about your chance. Likely letters are given out to athletic recruits and, very rarely, other applicants who stand out for some reason. They mean that you will be accepted unless you mess up big.

okay, thanks for the info.
