Limited Access program admission criteria

I live in Florida and we have a Community College that -as of this year - is now a state college. To get into nursing school at this college, one of the criteria for setting priorities is your county of residence, with the local county taking priority.

Does anyone know if a state college can use this criteria for selecting admissions to a “limited access” program? It seems reasonable to me for a Community College, but I would expect that as a “State” college, and under the Florida Dept. of Education, they would have to not discrimate based on county of residence as long as the applicant is a Florida resident.

I’m in a situation where I live in a neighboring county and am being told that my application will always be the lowest priority - regardless of grades or test scores - as I don’t live in the local county. This makes sense to me for a community college, but not now that the school is considered a state university.

Does anyone have insight into this?

I think some Cal States do the same thing?
