It’s true that at many LACs, Asian students are not over represented. In general, almost any LAC is going to be interested in a well-qualified URM, of any race. The most selective LACs, such as those you mentioned, can pick and choose who they like. You will find much more diversity at schools like Amherst, Pomona, Williams and the like than you will at less selective LACs.
I don’t know if there are LACs specifically recruiting Latino/a students. It’s probably more to do with targeting areas where they are more likely to reach URM students. They will be recruiting first generation too. If you want to apply to those schools, understand that they are very comprtitive and the students are not just there because of their race.
