Loans Cannot Be Consolidated?

<p>I was doing the special consolidation through the Direct Loans program and it said the following were not eligible:</p>

<p>Any idea why these are not eligible? I cannot see why they would ineligible for the consolidation.</p>

<p>Also, if I consolidate my undergraduate loans can I later consolidate my graduate loans into the same plan?</p>
