I got my award letter on Buzzport saying that I am being offered a full 38,000 dollar loan for my first two semesters. Does this mean that they are not offering me any money (merit based scholarship for high test scores for example)?

If they offered you a $38,000 loan, that means you were not given any other aid. And Georgia Tech does not offer merit aid based solely on test scores, since the average Tech freshman for the upcoming year is already so exceptional (1412/1600 and 2077/2400 on average). Although there is a lot of merit aid, it does not go to people who only have high scores.
