Even though you prefer smaller colleges in cold climates, since you’re in CA, I’d recommend applying to your local CSU, most have good stats and engineering programs and one or two UCs, so you have some in-state options. After that, the colleges recommended here in colder climates are all good suggestions, I also like the Case, Rochester and PA schools. Good luck!
