Assuming that I have decent admission essay and recommendations, would I get accepted to any of these schools?

Penn state U-park

U of rochester

Hi! I just went through the college admissions process with a low GPA and good SAT score, so maybe I can help you.

GPA: 3.1 UW, 3.7 W
SAT: 2250 (800 CR, 700 M, 750 W)

Of the schools that you mentioned, I was accepted to BU, Northeastern, and NYU and waitlisted at George Washington and Rochester. I didn’t apply to any of the other schools.

Unfortunately, I don’t think you have a good chance at many of these schools. International students have to be extra competitive, but your GPA will automatically send a negative impression of you to the admissions officers.

I’m not trying to be harsh, just realistic. If there are any reasons why you weren’t able to do well in school, be sure to explain your circumstances in your application.

You really didn’t give enough information. Is your GPA consistently low over the years? (not good); or did it start very low and get better over time? (much better); or has it gone down over the years? (very bad). It makes a big difference.

Most better schools are not that interested in underachievers, which is what a good SAT but low GPA usually indicates. On the other hand, if you have a good explanation for why your GPA is what it is, you should address it in your essay.
