Low GPA (for now) is it even worth applying?

I currently hold a measly 2.2 GPA at my community college. I took time off from school due to financial issues and persona circumstances. I used to hold a 3.4 my first semester which was way back in 2008 and was waitlisted at UVA (shocker)

Do colleges look down upon students who have done bad and now want to truly get back on track? I’m currently aiming for

UVA
W&M
JMU
UMW
Mason etc. all virginia schools

But is it even worth the effort? I don’t want to post all my stats but just seeing how I’ve done before and now am currently enrolled in college again taking a couple of credits, would colleges even consider me? or just throw my app in the trash? I’m really stressing out. I hope after doing well this semester it will bring my GPA up, I know GPA isn’t what will make or break me but it is a big factor. Also, is retaking the SAT’s possible at my age? (25) I’m also worried I’ve waited too long to transfer and haven’t even gained my associates. Although I don’t intend to transfer with an associates. So is it worth applying? Or should I just wait one more year and do well these next 2-3 semesters and just apply for Fall 2017?
