Lowest early admission ACT score you've seen?

I want to do early admission to stanford, but now I’m starting to think penn…
I’m in the top 4% of my class
Not a first gen of any kind, white Caucasian male with Hispanic/Latino background (hard to explain, my Jewish ancestors fled the holocaust through South America and entered America with Argentina papers)

Also I’m not expecting financial scholarship of any kind (dad is a surgeon)

Point being, I like to think I have a relatively strong application,
IB diploma candidate, weighted gpa of 4.55, i did 60 hours of community service last summer repairing the beaches of key largo while building coral trees underwater (scuba diving community service)
And last but not least I’m the co-founder of a national charity that my sister and I started when I was 5, and I’ve collected nearly $100,000, been on multiple radio shows, had a direct tv special and did a 7 minute interview on CNN…

The only real downfall to my app is my ACT is on the Low side. I’ve been tutored since August, started with a 27, 28, and last weeks practice test hit a 31, and this weeks felt week with a 29. So I should get a 29-32 by next weeks October ACT.

Does a 30-31 constitute a strong enough score to be considered for early admission? Or do these schools take the 36s first? What’s the lowest score you’ve seen get accepted to early admission
