Our local HS and School District Handbook is 64 pages and students and and parents MUST sign each and every year (there are always updates) that they have read and understood it. And it specifically discusses hate speech, bullying, social media, attendance, tardiness, etc., expectations of students and parents, virtually any and all nonsense like this in WI.
Let’s say all or most of the kids intentionally made a Nazi salute, out of conviction or a joke. They have the legal right to do this. Decent people have the right then to wonder why there is a disgusting nest of young white supremacists in this little town, to shun them, disparage them and wonder why their parents are (apparently) enabling them.
The journalist’s name is Jules Suzdaltsev.
He’s on Twitter and works for USA today and abc (I think).
He’s been doxxed by people who ‘make jokes’ like ‘jew-nalist’ or post pics of ppl in SS uniforms. Trying to figure if he’s deleted his account.

@sushiritto - schools can certainly put rules in place to punish political speech. Personally, I err on the side of allowing speech, but I understand if the speech is detracting from educational goals. The tricky part is determining which speech to punish, If some of these students do believe in a white ethnostate, is that a punishable crime? Is it racist?
