<p>You can find some universities which offer only a Masters degree and provide teaching assistantships to their students including a stipend and tuition. If you go to a Ph.D. granting program, it is more likely that the support would be available to Ph.D. students rather than Masters students. it also depends on the field you are in which you did not mention.</p>

<p>You will have to look into this yourself for your specific field but among public universities, the less well known ones often have only Masters programs. For example the California State Universities are one example.</p>
