Masters at UPenn, phD at Seton Hall. Is this realistic or is it a lie?

An 26 year old friend of a friend recently claimed to have graduated Lehigh undergrad (in 3 years) with a degree in psychology, gotten his masters in education at University of Pennsylvania, and is currently getting his doctorate in Psychology at Seton Hall University. Even though he claims this is 100% accurate, we are highly skeptical of this information since he has a long history of suspected lies. Also the education path in itself seems highly dubious. So to all you buffs out there, do you think this guy is a liar?

The MEd at Penn is a 2 year program, so its possible. However, the PhD’s offered at Seton Hall are here:

The admissions information from the S-H website states:

• Applicants must have a baccalaureate degree and completed
a minimum of 18 credits in Psychology with at least a 3.0
(or B) grade point average. All applicants must have completed
Introduction to Psychology, Psychological Statistics,
and Research Methods.

Form you own opinion.

I wish my friends would try to prove the validity of my accomplishments via a website, oh to have such awesome friends.
