I think I would focus on the Cal states (not SLO or SDSU) but several of the other CSU’s with good Business programs: Cal Poly Pomona, CSU Fullerton, CSU Long Beach, Chico State, Sac State, San Jose State etc… I would also have her apply to UC Riverside as a Slight Reach school. From there you can look into some privates such as Loyola Marymount, University of Redlands, University of the Pacific, Chapman University if she wants to stay in California.

ASU and U of Arizona other good options for OOS. You may want to consider the WUE and see which OOS schools might be of interest.
