If you’re looking at southern California, then you may want to consider Loyola Marymount. This school in L.A. has about 7k undergrads, so not small, but a big difference with the Cali publics. ABET-accredited for civil, electrical, and mechanical engineering and has a popular CS major. I don’t think your D would need to declare her major here either.
