University of Delaware has a strong engineering department, an honors college, large but walkable campus, you would get the top scholarship of $17,000, but I suspect you would be one of 100 students invite pd to a scholarship weekend where they determine what additional scholarship they offer (all invited get more, some full rides). My 3.95 34 act was not invited, it’s very competitive.

TAMU should definitely be on your list OP @loathsomedungeater. I know a student heading to there this year on a full-ride as a Brown Scholar to study biomedical engineering (I think he’s actually doing a BS/MD program). Anyway, his stats mirrored yours so you are definitely competitive for it, I believe you have to apply EA and stay on top of the admissions office to ensure they send it to the Brown Foundation. But it seems like it is meant to mimic the Stamps Scholar Program.
