I don’t think the previous info is correct.

If your parents reside here in California, and if you attended a high school for three years in California, you won’t lose your residency status because you went out of state for school.

I didn’t say they would lose their residency status for tuition if they get accepted. But they are put in the pool of transfer applications from OOS colleges. As stated here:

OOS university transfers have the lowest priority in transferring since preference is given to in-state CCC’s, UC-UC transfers, CSU-UC transfers and probably in-state 4 university transfers.
