Apply to Pitt.
It’s busy, fun, large, rah-rah sports, great academics. Pittsburgh is a blend of Midwest and east coast.
Pitt likes high grades and especially high test scores so submit the SAT only. The high rank is also a nice plus.
There is a personal statement section that you can use to explain the chemistry. Just tell them you will take it as a freshman. As #1 rank you have proven you’re a solid student. I doubt this will be an issue.
The Swanson school of Eng has a common curriculum for first year student including General Chem 1&2. So, perhaps not an absolute requirement especially given that the student took the most rigorous schedule otherwise with all those APs.
