<p>I just did mental math here. 60% of 60 is 36, which means that 74 non-US stamps were cancelled, along with the cancelled US stamps. Subtract the amount of stamps already cancelled from 220 (110), then subtract 24 (the number of active US stamps) from that and you get 86.</p>
<p>I am guessing this is a write-in problem, if this is an SAT question.</p>
