Could I possibly do a math major with an art minor? Or could I just start a club or take a few courses in art? Would I need to submit a portfolio if I was just taking a few courses? I’m just trying to see how I can fit art into college. The career I’m looking at right now is actuary.

Adding an art minor to a math major would be no problem at all, scheduling-wise. In addition to the minor, the info specifically notes that the art BA is suitable for double-majoring. (BFA’s are typically too intensive for double-majoring.)

Lebanon Valley College also got multiple endorsements for its actuarial science program. They actually make a point of addressing the concern about minors and studio class access: “Notably, minors have complete access to the department’s set of immersive upper-division courses.” http://www.lvc.edu/academics/programs-of-study/art-visual-culture/art-visual-culture-minor/ This seems like a good school to have on your radar.
Anyplace you are seriously interested in, try to get firsthand feedback about how easily non-majors can really get into art classes. Some schools have minors, on paper, in studio-based subjects, but end up allowing very few non-majors to really complete those minors because there’s really so little studio space/time left over from the BFA program. <talkin’ to=“” you,=“” cmu=“” design=“” program=“”> Other schools really do make sure to grow their programs to meet demand, so that non-majors and minors can get the classes they want. </talkin’>

I asked exactly this question of my art professor many years ago when I was an undergrad (I was a math major). The answer that I got is that there is nothing that you can do with a math degree and an art minor, that you can’t do just as well with a math major and just taking a few art classes. Adding art as an official minor might however add some requirements in terms of courses that you need to take.
