<p>(1/3)x(2/5) will give you the number of people who are NOT republicans and retired</p>

republicans = 3/5 x 100 = 60
retired = 1/3 x 40 = 40/3 , because he said of the remaining(100-60=40) individuals one third are retired .
then you must know that what fraction = part/total = 40/3 / 100 = 2/15
