I’m pretty sure the “are” was referring to the flowers that the honey was made from.
Honey, made from flowers that ARE…, has a distinctively citrus flavor.</p>
<p>The are was not referring to flowers, if it had been, then the “honey” would have been left with no verb, making it a fragment.</p>
